Baker Spring, five and a half miles from Hines in Harney County, Oregon, measured 70 degrees, which makes it barely warm, a spring you would notice as pleasant on a cold day and not much else. No owner is named and public access is not addressed. A Wikipedia article got attached to this record, but it describes Baker Hot Springs in Utah, a different place entirely, and is ignored here.
About a tenth of a mile of walking from an unnamed road gets you to the spring. The elevation is around forty one hundred feet. A couple feet of snow most winters, moderate moisture otherwise. The Idlewild campground is the closest camping on file, though at nearly twenty three miles it is not close.
January, followed by the other two winter months, ranks best. Seventy degrees is cool enough that a soak is more of a wade. The USGS has the spring on its list, but ownership and access are blank, so ask before crossing any fence. Idlewild is a long way for a campsite.
