Hills Warm Spring, filed under the name Seeps, is a cluster of warm seeps on Bureau of Land Management ground right at the edge of Lakeview in Lake County. The water is warm enough to feel pleasant and nowhere close to hot. Access is listed as open, and the record places it in Nevada.
The Applegate Field Office manages this stretch. You leave the car and walk two tenths of a mile or thereabouts. Elevation puts it in high sagebrush country where winters are serious: around five feet of snow in an average year, with yearly moisture at fifteen inches. Summers are dry.

The best months on file are deep winter, which sits oddly beside five feet of annual snow, so be ready for drifts and mud on the approach. The warm water will feel warmer by contrast.
