Tebbs is a barely warm spring about eight miles out of Panguitch, in Garfield County. The record gives it a single word for a name and a temperature in the high sixties, cool enough that nobody would call it a soak. No owner, no land unit, no access status, no chemistry. The USGS site number is the one thing that ties it to anything.
Reaching it means a short walk from the road, a little over three hundred feet, and the road has no name on file. Elevation is near sixty-five hundred feet, high valley country. Winters are snowy, about fifty inches, and the year's moisture runs thirteen inches, so summers are dry. Nothing in the record describes the land or who holds it.
The record rates December through February best, and that is probably a statement about the record more than the place, since the water would not warm you. White Bridge is the closest campground on file, about sixteen miles away. Nobody has recorded if the public can reach it. Expect to sort that out yourself.
